The Demise of the 28-Clause Ceasefire Plan for Ukraine: Why Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the crisis sparked by the announcement of a new 28-point plan for ending the war appeared – temporarily – to have been defused. A senior US official spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its response: a renewed assault of rocket attacks on Kyiv.

The Rhythm of Negotiation and Warfare

The chain of conflicting incidents captured the grim essence of the recent timeframe. By day, political struggles are waged: optimistic declarations are issued from different nations. Significant resources is expended on restraining specific proposals. By night, Russian leadership forcefully demonstrates the world that, for them, conflict continues to be the main instrument for achieving "settlement".

Nocturnal Warfare

As Russia's attack developed into the early hours of Tuesday, the present situation of Ukraine's exposure was exposed. Ukraine is able to track projectile deployments from Russian territory, a capacity afforded by timely intelligence. From observation points, Ukrainian air force fighter jets that had been dispatched to engage hostile guided weapons flew past – modern combat jets supplied to Ukraine by European allies.

Shortly after, Kyiv's missile defense activated: defensive missiles targeted at a Russian ballistic missile. This was a sophisticated defense system at work, probably provided by Western nations. Every deployment jolts you unexpectedly, rattling buildings. The brief panic quickly becomes sober acceptance: possibly the hostile projectile won't cause damage this time, preventing destruction from catastrophe and further power outages.

Continuous Dangers

Not long after, a large-caliber weapon fired at a unmanned aircraft close by, part of a mobile-fire group – probably Western-made equipment. Unfortunately, the bullets missed the enemy aircraft – it maintained course toward its destination.

With pauses, this carried on until dawn. Kyiv faced the early updates: seven people killed, devastation and utility failures in numerous residences as a result of the evening attack. As always, everyone still went about their day – living the war. But those entire period demonstrated Ukraine's vital need on Western support – a need that European nations are demonstrably unable to substitute in the near term.

Failed Diplomacy

The 28-point plan from US administration generated strong feelings, controversy and profound anxiety – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and bilateral conferences.

Every new proposal from Washington adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with allied governments, effectively counters. They manage the tension but never actually achieve victory. This trend will, no doubt, endure.

Tactical Assessments

It is tempting to accuse specific actors of consistently pushing Moscow's conditions. But that does not seem to be the complete picture. US administration works based on a premise well known to seasoned negotiators: you cannot achieve through diplomacy what you have failed to defend militarily. The White House presumes that it is unfeasible to force Russia to relinquish the territory that it already controls in Ukraine's occupied territories.

The challenge is that while accepting these circumstances, US leadership does minimal to discourage Russia, through words or deeds, from believing that the status quo will not evolve additionally in its advantage in the months ahead.

Opposing Positions

Therefore, the Kremlin is certain that duration works to their advantage – that Ukraine and its allies are coming close to fatigue. Their incentive to agree to terms that does not give them the maximum possible gain is virtually nonexistent. There may be multiple initiatives to achieve ceasefire, but they will persist as long as Russia's leadership remains completely certain in the conclusion.

On the contrary, Kyiv believes that Ukraine can still hold out, progressively conceding lives and land but avoiding a total frontline collapse until situations evolve in its advantage.

Existing Situation

Factually, there are no actual prerequisites for a truce. Now, individual motivations are coming into play: leadership ambitions to mediate resolution and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to alienate a key ally, and on the other, to unite the population around the flag against any plan Kyiv finds unworkable, so that their focus does not shift toward homefront challenges. And although their task will now be significantly challenging after recent developments, it remains highly unlikely that this will change their overall approach.

These two forces are driving the talks.

Summary and Prospects

It took a only one week to eliminate the proposed articles of the latest plan. Assertive and inconsistent approach of the matter by Washington, pushback by Ukraine and the rest of Europe, along with pacifying measures of representatives, and finally, current information leaks, all achieved their purpose.

While new initiatives based on established approaches are forthcoming, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are founded on Moscow's terms and reflect certain reluctance to modify developments, if they remain united and enhance their military capacity at a much faster pace. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, largely rely on ongoing international assistance.
